PICC Property and Casualty Company Limited has been constructing a standardized corporate regulating structure by rebuilding its operation mechanism and redistributing its business resource through its equity capital restructuring reforms since year 2000, it anticipates to establish a set of inner management system governed by performances and benefits in order to conduct the pressure of capital market into its embranchment, lead each branch office reinforce its notion of performance, stimulate enthusiasm and gumption of the branch office in corporate management, thus adapt new situation of the company's strategic economic restructuring and listing on stock market overseas.The ongoing PICC'S of"Center System"reform is to build up an actual processing and risks supervising platform on which three flows of Underwriting, Adjustment and Finance are unified, the company treats this as an important microcosmic foundation of its whole management. Upon continuously constructing, it may pull off functions on optimizing business process, enhancing operating efficiency, strengthening cost control and internal management, and insuring accomplishment of the object up-mentioned. However, the very reform in PICC P&C Guilin Branch presents many problems on recomposing institutional framework, installing organization personnel and conducting business process at the initial stage, resulting in process circulate quality and efficiency not high. Then to carry out a research on actual performance of the current"Center System"reform in PICC P&C Guilin Branch, find out the existent concrete problems in process and put forward corresponding counter plan is the purpose of research so as to provide a reference for the Company's turning reform further and deeply.This topic of research with the essence in modern and advanced business enterprise management theories for guidance such as"BPR"(Business Process Reengineering),"Value Chain"and"Marketing on Relationship"etc., basic on understanding the theories related on business process reengineering, the writer endeavors to consult documents and literatures both here and abroad as much as possible, then to finish his construction of theoretical framework on this study. He creatively chooses the performances of three parts in recomposing institutional framework, conducting business process and raising actual performances as the emphasis of studying PICC P&C Guilin Branch's "center system" reform with methods of sending questionnaires to survey, collecting data and information of the process movement while building up a correspondent research index system, thus makes evaluation on effectiveness of the reform being executed after contrasting, operating, analyzing and valuating the data and evidences.Finally, this research educes the conclusion on which the reform consolidates the business operation of the Company, reduces the risks on prosecution, brings managing costs under control, and achieves good results of management year after year, but the quality and efficiency of process circulation still can not be adjusted to fit the requirement of business developing in high speed. So we shall make working relationship on posts and processes more agreeable, optimize and speed up business processing, enhance its efficiency and ameliorate all services, lead the reform to realize its substantial functions on promoting entire competencies of PICC and its capability of management .
