Up to now, China Construction Bank,Bank of China and Industrial and Commercial Bank has introduced the shareholding system and the international strategic investors successfully after capital injection of the government. Their operating performance has been improved greatly. It shows that the state-owned commercial banks are gradually becoming〝real commercial banks〞. As is known ,the premise of〝real commercial banks〞is to set up perfect property rights structure of banks.In early 1990s, the new members had already reformed the property rights structure of banks. After nearly 20 years'development, the new members have already set up competitive, open, stable bank system basing on pluralistic property rights structure. As far as the practices of bank reform in new members are concerned, what measures were taken in bank reform? Did the property rights reform effectively change the former single property rights structure? Had the economic performance of banks been improved owing to property rights reform? What revelations can property rights reform of new members bring for the joint-stock system transformation of banks in China? This article is divided into four parts to discuss the above questions.The first part introduces the basic characteristics of modern commercial banks'property arrangement and the defects of state-owned banks ,illustrates it is necessary to reform the property rights structure of banks from the perspective of the property rights theory by comparing the two. Then from the perspective of the Institutional Economics, it is inevitable historically that the banks belonged to the country. For a period of time, this property arrangement was valid.
