The Research On The Performance Evaluation Of Public Project

Public project is a major momentum to continued economic growth, and improve living standard of people. With the development of economy, the performance of public project becomes especially crucial. A suitable performance evaluation is good for improving the harmful situation occurring in public project, such as disqualification, dallying over the project time and plebs hindering. It also can stimulate the improvement of public project quality, and advance economic development in China.This paper focuses on establishing the index and measures to the public project evaluation. Based on the large amount of foreign and domestic information and the analysis of current theory and models, the paper firstly studies and summarizes project evaluation theory, then it points out the defects existed in traditional methods. Furthermore, the paper discusses the index and measures option separately.For the design of index, the paper analyzes the limitations in the familiar index systems. After discussing the form mechanism of the public project performance, according to the principle to design an index system and the character of the public project, the paper sets up a practically and dynamic index system that integrates three dimensions, which is the key factors of the public project performances (cost, time, quality), the life cycle of the project (input, process, output) and four aspects of the balance scorecard. This index system improves the traditional system.On the choice of evaluating method, the paper tries to apply the material-units analysis model to evaluate the performance of public project. By establishing a multi-index capability parameter model, the public projects are assessed by the relational function of the Material-units analysis. The evaluation result could be denoted by the quantitative grade, which greatly avoids the errors resulted from the subjective assessment of the professors, making convenient to standardize evaluation by computer.Finally, this paper integrates the Material-units analysis and the Analytic Hierarchy Process (AHP) and specifies the process by a case.
