Research On The Performance Evaluation Of The State Key Laboratory Based On The Balanced Scorecard Method

The state key laboratory is a fundamental element of the state scientific invention system. It is a scientific research institution which organizes high-level basic researches and basic researches for application. It is also a major base for fostering high-level scientific talents in our country. Evaluation of the state key laboratory is a key method to verify the overall operation state of a laboratory. This article conducts a systematic analysis on the current evaluation system in operation of the state key laboratory and shows a research on studying the mechanism and effect of the state key laboratory evaluation and on analyzing the problems in existence, in a logical framework from theory to practice and from abstract to concrete, by using S&T evaluation and the balanced scorecard related theories as a logical start point. The article also performs qualitative and quantitative research to the performance evaluation of the state key laboratory by means of analytical hierarchy process and proposes a newly designed evaluation system, which conforms to the development strategy of the state key laboratory, for performance appraisal indicator in order to give a theoretical support to evaluation, operation and development of the state key laboratory, according to the nature of the state key laboratory, based on the theoretical framework of the balanced scorecard. In addition, it gives some suggestions to performance evaluation and management to the state key laboratory based on the balanced scorecard.
