The ability of technology innovation and the economic strength transformed from technology have already become the key factor to decide a country's national power and its status in the world. Although the economy of China increased in a high speed this decade, the old economic and politic systems restrict its development of technology, and the level of technology transfer into commercial market is still in the first stage. Simultaneity developed countries like USA and Japan keep on empoldering their technology powers and set up their technology transfer systems. By legislation, perfect institution, adopt promoting measures and so on, they accelerate the development of technology, carrying out technology transfer in and out of their country, and have a splendid success, not only lead the development of world high-tech, but also found multinational companies all of the world. Science and technology in China is still drop behind many countries, the faultiness in our national technology transfer system lead to some inefficient technology transfer activities, the input and output of technology transfer are far behind developed countries. So we want to see about the technology transfer systems in USA and Japan, use them for reference, and analyze the shortage of us, discuss the institutional reasons and try to give some suggestion. We hope our national technology transfer systems can be improved and we can reach a new stage.
