The Effect Of Technology Transfer On Regional Economic Disparity

Unbalanced development in regional economic has become a reality and urgencyproblem of China’s economic development. At the same time, technology becomesmore and more important in nowadays, technology transfer between different regionsis undoubtedly become an effective means achieving technical knowledge flows andaccelerating industrial upgrading, which help to enhance economic competitivenessfor developing countries and regions.How to upgrade the industrial structure and promote the coordinateddevelopment of all regions through technology transfer has become a major issue tobe solved in China. However, at present most of the technology transfer research arebased on time series analysis, researches about the effect of technology transfer onregional economic disparities basically are qualitative analysis, which can not fullyreflect the impact of technology transfer on regional economic disparities.This paper use a regional comparative analysis method, using a more extensivedata, based on the perspective of industrial structure upgrading, to study the impactof technology transfer on regional economic disparities in-depth. Firstly, on the basisof existing studies, combined with related theories, to analysis the impact mechanismbetween technology transfer and regional economic development gap. Then, using theaverage number of each region, to study the evolution process and characteristics oftechnology transfer, industrial structure and regional economic development gap inthe years between1992to2011. After that, construct the corresponding measurementmodel, empirically analysis the impact of technology transfer on regional economicdevelopment based on the perspective of industrial structure upgrading. Throughtheoretical analysis and empirical research, we draw the following conclusions:(1) The scale of Technology Transfer is obviously differed among regions inChina, the scale of the Eastern far beyond the Midwest, and this gap is consistent withthe economic development gap.(2) Technology Transfer able to promote regionaleconomic development through regional industrial structure adjustment. Theempirical results show, Technology transfer can promote the upgrading of industrialstructure, and the upgrading of industrial structure can promote regional economicdevelopment, but the degree of the effect differs among regions.(3) Technologytransfer is an important factor which affects regional economic development gap.Expanding foreign direct investment in eastern region will widen the economic development gap between the eastern provinces and the central and western provinces,while the expansion of foreign direct investment in central and western regions willhelp narrow the relative gap; domestic technology transfer in eastern and centralregions will widen the absolute economy gap between eastern and Midwest region,but in terms of relative gap, domestic technology transfer will help to narrow the gapamong the three regions; On the western region, the expansion of domestictechnology transfer plays an important role to narrow both the absolute gap and therelative gap.Finally, propose appropriate policy recommendations based on these studyconclusions. Adjusting regional policy according to the requirements of balancedregional development. Strengthen the construction of the technology transferenvironment in Midwest, expand the scale of technology transfer. At the same time,pay attention to the appropriately of the introduced technology, improve thetechnology applicate ability in all regions. Establish and improve the long-termmechanism for technology transfer to develop regional economic, promote thetransformation and application of technological achievements, upgrading theindustrial structure and develop the economic.
