Inland water shipping is a mode of transport with a long history. In the 5,000-year history of Chinese civilization, it has played the huge role in impelling the social progress, the economical development, the cultural exchange and so on. Comparing with other transport modes, the history of domestic and foreign development of the inland shipping shows that inland shipping had less pollution to environment, and the infrastructure construction occupied less land. The fourth grade channel, which with 500-ton ship navigation, has many advantages, such as the capacity is large, the transportation cost is low. What's more, it is suitable for carrying out the transport scale. Some rivers have the navigation conditions that they link the river and the sea, and make the transportation between them conveniently. It is the peculiar character and superiority that cause the inland water transport to become one of the important transport modes making up of our country Comprehensive Transportation System.Since the founding of New China, the development of inland river shipping in our country was considerable. But with the development of economy and society, there are some big gaps in the pace of development and the level of technology compared with other transport modes. Overall, the development and technology are still at the low level. At present, the main problems of inland shipping are: the infrastructure is unprogressive, the structural contradiction is obvious, the management system needs to be rectified, and the external environment for development is poor. In recent years, the main reasons which caused the slow development of inland shipping mainly due to that the entire society paid insufficient attention to the inland shipping, invested insufficient capital, and didn't find a good balance between water resources development and the inland shipping demand development. The channel input in China is much smaller than the developed countries compared to the same period, (Since the founding of New China, the general investment in inland shipping infrastructure is about 30 billion Yuan, accounting for only 1.8% of total investment in transport infrastructure).
