In the human resource development and management, performance evaluation is an important foundational work. Incentive is the core of HRM, evaluation and incentive are important methods to inspire the enthusiasm of managers and employees. How to exert employees enthusiasm and creativity lies on the scientific performance evaluation and proper incentive measure.This paper has expounded the performance evaluation theory at the beginning .Based on the study to the character of the operation and management of the small-medium size fire-power plant, the performance evaluation system of a small- medium firepower plant have been studied. Adding description to the employee's daily activities in the job instruction, adapting the object and key events evaluation method for the daily performance evaluation, and the combined method of 360 dimension evaluation method and key events method for the annual performance evaluation are put forward as the research viewpoint of the paper. Following the above research, a performance evaluation system with high practicability has been built for the firepower plant of Kalamay city, which is a research case of the paper. The author hope the performance system could do some contribution to the performance evaluation of other power plants.
