How to establish the effective performance evaluation system is the most difficult problem of the management questions in those corporation . With the reformation and the open policy ,especially since China jioned WTO,medium-sized and small-sized enterprises in China have improved rapidly.And they have become the important in our economics. To the most of corporation, they are still in the period of experience managing.they have not stepped into the period of scientifically managing. Because of the comparision difficulty between quality target and result and being not easy to master the degree of the immaterialism and impersonalise in evaluation. So it is practically significant to strengthen the research into the methods and application of assessing the staffs merits in the mediun-sized and small-sized enterprises.This paper is try to start in the elementary theory, though the demonstration study and issue analysis of S company performance evaluation system, then disscuss the elementary idea and reference mode of middle/small corporation managers performance evaiuation system design.By analyzing and comparing the theories of assessing merits and the practice assessing merits , on the basis of investigation,combining the characteristics of the mediun-sized and small-sized enterprises,using the advanced experience of China and foreign countries for reference, I have studied the design of the target system of assessing meritsin the mediun-sized and small-sized enterprises, the confirmation of flexible strategies ,the choice and application of assessing methods. I have also made the case study and solve the problem of how to make a structural and dynamical merit assessment of staff in mediun-sized and small-sized enterprises with the reality of the enterprise. I have made prospects for the development of staffs merit assessming in mediun-sized and small-sized enterprises with dynamic foresight.
