With the sustainable development of the society and economy, the demand for energy supply is growing faster than ever before in our country, especially the first 20 years of this century. However, the energy resource, such as the fossil fuel, is subject to the reserves. The energy industry is facing the situation that the fossil fuel is getting smaller and smaller at present. And it is not sufficient to sustain the expected economic growth.The scarcity in energy resource is becoming the major problem in the energy supplement and the economic development in our country, not the oil, but the solids. And it is estimated that China' s solids reserves are sufficient to last another 20 years at the current rate of consumption. Therefore, the sustainable use of energy is crucial to the development of the society and economy, which is raised by. But the development of alternative energy technologies is not so well in our society recently for its new and severe regulation in energy industry.According to "induced innovation hypothesis" , this paper analyzes the effects of the energy regulation in energy industry, which is becoming restricts in the developing process of alternative energy technologies. And then, it builds a model to analyze how to promote the development of alternative energy technologies.
