Since the implementation of reform and opening up, all regions in China have achieved unprecedented development in the history. Vertically, localities have made great progress and developed rapidly; horizontally, impacted by the policy of reform and opening up, the eastern coastal region as a whole develop faster than that of in the central and western regions. Within the southeast coastal areas, due to their different natural factors, social cultures, development policy and so on, there were also some localities developing faster, and some slower, which result in the more and more wide inter-regional income disparities: these problems lead to social concerns. "To wave effect" and "spillover effects" of economist Mr. Samuel, also shows that when the economy develops to a certain extent, the expansion of regional disparities would endanger the efficiency of economic development, which is, what we often referred to, "cask effect". Therefore, with the further development of the southeast coastal areas, the less developed and undeveloped regions must be focused on. The scope and target for the future regional economic policies and industrial policies need to be determined. Furthermore, the reform and proposals of policies, measures and systems on quickening the development of underdeveloped regions should be put forward. The above-mentioned is as well the embodiment of "building a harmonious society" and "building community" spirits made by CPC Central Committee and the State Council.Based on the comprehensive analysis on theoretical research outcomes home and abroad, the present research made a more comprehensive and in-depth exploration for the development of underdeveloped areas in the southeast part, with the central contents—the target systems of potential evaluation and empirical analysis.The article highlighted the first part to present two controversial concepts at the very beginning: the southeast coastal areas and underdeveloped areas, and then made classifications on the level of development in the southeast coastal region.The second part clearly introduced the economics of regional imbalanced development theory and elaborated on the definition and implication of development and the evolution of development theory in China. Part III introduced a number of domestic indicators of sustainable development system, based on which the potential assessment indicators system for underdeveloped areas in the southeast part has been established, and a detailed empirical analysis has been brought forward. Part IV, combined withempirical results, gave some recommendations for improving the development potential of underdeveloped areas in the southeast part.
