| Migrant workers'employment is not only a great issue in China's economic development at present, but also a crucial factor to social stability. Migrant workers have become an important source of China's social labor as an indispensable constituent part of China's industrialization and modernization. However, there are many problems which cannot help but arouse deep thought of ours: the cheapness of the labor force; the absolute disadvantageous position the migrant workers are in during labor disputes; the employment rights and interests which cannot be guaranteed—all these need to be solved urgently.Because of historical and realistic reasons, the migrant workers'employment in town doesn't get proper attention, and the relevant social security lags behind, which cause the conflicts between the migrant workers and the dual urban-rural system established in the planned economy. The problems are so popular that has seriously hindered harmonization of the society. Therefore, to establish the pattern of the migrant workers'development guided by labor dispatch, as well as eliminating employment barrier and promoting the actual value of the migrant workers, will be significant to China's economical construction.This paper expounds on the historical origins of the migrant workers, their position and effect in process of the modernization, and the predicament they are facing. Taking migrant workers from Shaanxi for example, probe into the existing flaws from four causes of formation, namely the present household register system, employment dispatch, social security system and educational training. Moreover, explore causes of these institutional flaws from the view of the dual urban-rural structure and social ranks. Then, deeply analyze the appropriate features, effect and the in-external developmental situation at present of the labor dispatch.
