As an emerging industry in national economy, the logistics industry is developing rapidly in global scope. Comparing the logistic industry in China with that of countries having developed and mature economies, Logistics industry China in is still in a primary stage now. It faces many challenges, not the least of which is how to catch-up with the industry technology and competency of developed countries by achieving Leap-over development.The favorable conditions or opportunities which later-developing regions would have because of their comparative lag or delay of economic development are later-development advantages, which cover every field and level of technologies and institutions. Later-developing regions can reach higher lever through study early-developing regions, and in this way can save time and resource. So later-developing regions can have a higher starting point and avoid crooked roads.This paper takes the regional economy development theory, combined with the Later-developing advantage theory as the guidance and follows the development trend of logistics industry to analyze the effect and effectiveness of applying the Later-developing Advantage Theory in a regional economy. It also evaluates the feasibility of Leap-over development through Later-developing advantage methodologies. Based on this foundation, and after further investigation and study; by applying SWOT analysis to evaluate the economic development environment condition of Langfang's logistics industry; this paper proposes a logistics industry development idea in Langfang, under the Beijing, Tianjin and Hebei integration background.
