Power Demand Side Management (DSM) in China is now changing in two aspects: one is the way of management, which is changing from administrative method to economic technology, the other is the content of management, which is changing from peak load shifting to improving energy efficiency. In view of the country establishment of a conservation-minded society, and to strengthen and enhance the efficiency of electricity using, according to energy consumption , economic development and the current status of implementation of demand side management in Hebei Province., through fully investigation, studied DSM-saving potential of the main industry in He Bei province which is prepared for the implementing of power saving project and then evaluated the impact of DSM Energy Saving from the micro and macro aspects, this can help policy makers to formulate reasonable demand side management objectives, to make power saving projects achieve maximum efficiency, and to promote DSM develop deeply.
