A Study On The Innovative Development Strategy Of Xishan Economic Development Zone

It is an important strategic practice to set up economic development zones during the process of the socialism construction in China. Since their establishment twenty years ago, the development zones have been acting as the most dynamic and vital part, and the innovative point of technology and management as well in the cities where they are located. With the further progress of economic globalization and the change of the macro-environment, the development zones are confronting with new opportunities and challenges.This thesis analyzes the new situation of Xishan Economic Development Zone (XSEDZ) by using the SWOT method, finding out that XSEDZ boasts strengths such as favorable policies, advanced management system, investment surroundings and industrial cluster, threats such as weakened policies priorities, influence of macro control and fierce competition, and is facing with new opportunities like sound international economic environment, and new developing spaces after China's entry into WTO, and threats like imperfect investment surroundings, system restrictions and industrial structure problems.Through the above analysis, the thesis draws a conclusion that XSEDZ should implement the innovations on the following aspects: Innovate the management system by adopting the advanced experiences of Singapore Jurong Industrial Park; Innovate the industrial status by developing the hi-tech industries to form complete industrial chains; Innovate the development mode by practicing the collective development mode, which means that the quality and efficiency, instead of the quantity and scale should be paid attention to. Innovate the investment surrounding, such as the infrastructures, enterprises'business environment and living surroundings. Through such analysis, I hope that this thesis can provide some valuable suggestions to thehealthy development of XSEDZ. Among these studies, the suggestion of innovating the development mode is accepted by the administrative committee of XSEDZ and some practical policies have been enforced.
