Performance Management holds the key position in the system of human resource management, plays an important role, and combines with other links of human resource management system closely, promotes mutually. However, there are actually few high-tech enterprises using the PM in our country, and the high-tech enterprises that carry PM into execution have not gained the satisfying result. PM is like a double-edged sword, doing well can improve the organization performance, create greater benefit, keep outstanding talents here; otherwise, it will attack staffs morale and affect the enterprises' competitiveness. Especially at present, high-tech enterprises of our country are at the stage of transforming from traditional personnel management to modern human resource management. How to make the world-famous maturity experience local, how to make the performance management theory into practice, those are the subjects that need to put forth effort to explore and study. Through the explanation on the PM theory, the analyses and description of PM of the current situation of domestic high-tech enterprise and the preliminary research of the existing problem, this paper puts forward some counter measures.Based on the research production of the performance management area, the paper firstly explains the background and the significance of choosing this subject, illustrates the research content and the thought of this paper and review the research summarize of this subject such as the essence and the connotation of performance management , the tools of performance assessment. It is an important problem on how to make objective, fair, and accurate valuations on the performance of the working staff in the performance management of high-technology enterprise. Therefore, the theory of 360 degree appraisal is discussed. Combining the theory and the thought of quantification appraisal and using the quantificational method, the 360 degree quantification appraisal model is set up to quantify the result of performance appraisal. And this appraisal model is then applied in the following research. The fourth chapter analyses the performance management combining a high-technology enterprise case. Then, in the fifth chapter, some main problems have been summarized, which existed during the course of many high-technology enterprise enterprises implementing performance management and give out the measures accordingly. And then according to the formation and influencing factors of the high-technology enterprise performance, an index system of high-technology enterprise performance assessment is established and a typical high-technology enterprise is selected to validate it. The index system and appraisal in this paper can response facts of high-technology enterprises, which have significance on performance management of high-technology enterprises. Finally, the research conclusion of this paper is summed up.The author expects that this article can supply high-tech enterprises of our country with some helpful methods and details reference for employees' performance management.
