With the rapid development of science and technology,high-tech industries are constantly rising,high-tech level has gradually become an important indicator to measure the comprehensive national strength.Moreover,high and new technology industries also play an important role in the development of national economy.High-tech enterprises play an important role in national economic development,and the state pays special attention to and supports them.For high-tech enterprises,it has the characteristics of high knowledge and technology intensity,large capital investment,large development space and high risk level.Traditional performance management methods can no longer adapt to the development of high-tech enterprises.Balanced scorecard is not only an evaluation system,but also a management system.The advantage of balanced scorecard is that it can reflect the relationship between enterprise strategic development and management.This method not only makes up for the shortcomings of the traditional financial evaluation index,but also makes the enterprise more clearly understand its own development.It slows down and manages the enterprise according to the development of the enterprise itself,and evaluates the operation results of the enterprise in combination with the corresponding evaluation index.Starting from different subjects,from the perspective of employees,internal business processes,customers and investors,the evaluation of the operation of enterprises is realized.This paper uses the Balanced Scorecard to construct the performance management evaluation system of high-tech enterprises,and evaluates the performance management of high-tech enterprises from the financial dimension,customer dimension,internal process dimension and learning development dimension respectively from the enterprise level,department level and employee level..Through explaining the domestic and foreign research trends of enterprise performance management,combining with the theory of performance management,this paper analyzes the present situation of performance management in Tai’an high-tech enterprises by using the method of questionnaire survey,summarizes andanalyzes the existing problems of performance management in high-tech enterprises,mainly manifested by the lack of integrity and performance management in enterprise performance management.It is believed that performance management is the work of a certain department.It does not form a scientific evaluation system of performance management indicators and neglects the differences of performance management incentives.This paper analyzes on the causes of the problems existing in the performance management of high-tech enterprises,which are mainly embodied in the lack of understanding of the performance management,the insufficient attention paid by the leadership to the performance management,the weak awareness of the performance management of the employees,and the lack of a sound performance communication mechanism.Based on the Balanced Scorecard method,the performance management evaluation system of high-tech enterprises is constructed.The development strategy of high-tech enterprises is formulated by explaining the design process of performance management system of high-tech enterprises.Taking KD company as an example,based on the Balanced Scorecard method,this paper constructs the performance management evaluation system of KD company,and analyzes the application of performance results according to the results of performance evaluation.
