The greatest hindrance or the fundamental obstacle to building a well-off society is the "three rural" issue. To solve the "three rural" issue, we must first solve the problem of the transfer of rural surplus labor. Only the transfer of rural surplus labor issues have been settled could increase the net income of farmers. Then it will lay a sound economic foundation for the change of farmers' economic and social characteristics. The core to solve the problem of surplus rural labor force is to solve the problem regarding the rational flow of migrant workers. This paper discusses factors affecting the rational flow of migrant workers.This paper combines Normative Analysis with Empirical Analysis method to analyze the characteristics of Chinese migrant workers flow factors, and discusses the economic factors, social and psychological factors as well as the individual characteristics of the characters in the decision making process for the flow of migrant workers under the framework of urbanization and industrialization. Through research and analysis, the conclusions include the following:1. As there exist great differences between China's industrialization and urbanization process and Western capitalist countries, China's agricultural surplus labor in rural areas to cities adopt the flow of migrant workers. It differs from the world's labor force and population transfer in the process of modernization. China's complicated geographical conditions, scope of population, the level of urbanization and industrialization process have great impact on the flow of migrant workers.2.Whether the migrant workers choose to flow or not depends on the consideration of economic and social factors. When the city's economic interests and social interests are larger than the interests of staying in the village, migrant workers will choose flow. Conversely, migrant workers will be out on the village.3.Through Empirical Analysis, the author chooses eight individual features indicators including Sex, age, education and culture, the training period, the outflow region and so on that influence the movement of migrant workers and makes regression analysis. The author analyzes the flow tend of migrant workers in various indicators.4.Through the analysis of the flow of migrant workers, the author points out that solving the problem of migrant workers should not only from economic development and create more suitable employment opportunities for them, but also from the Humane Care. We should cancel the unequal policy to migrant workers and establish a harmonious environment for migrant workers and urban dwellers to live in.
