Before the Reform and Opening up, Chinese government has been long-term pursueing and implementing the "Anti-urbanization" policy to make population from city to the country, namely the division of urban and rural policy. It retented a large number of surplus labors in rural areas, blocked the normal migration of rural population to urban. At the same time, it pushed the urban population to rural areas through various ways, led to the long-term stagnation of urbanization process and downturn of urbanization level. After the Reform and Opening up, especially since the 1980’s, the typical urban and rural dual economic structure has been strongly impacted by the rapid development of economic society and gradually expediting industrialization process. Consequently, Chinese government has gradually loosen kinds of restrictions on the flow of urban and rural population passively or actively, then lead to the widely concerned migration trend.Although there is none consensus on the related problems of migrant workers in academic circles, most scholars are putting forward opinions to fully fulfill the government function and responsibilities in promoting the urbanization of migrant workers, in order to help migrant workers integrating into the city and changing identities. They committed to explore a path of urbanization of migrant workers that fits china’s national conditions to improve China’s new urbanization, industrialization and modernization process. As the capital city of Guizhou Province, Guiyang also attracted a large number of migrant workers from the local Guizhou and Sichuan, Yunnan, Chongqing, Hunan, etc. This paper is based on the related theories of transferring of rural surplus labor force and new public service, chosen local government as the object and role of government as the content, taken Guiyang city as an example, studied the function of local government in the process of urbanization of migrant workers.This paper consists six parts. The first chapter is the introduction, then comes the definition of basic concepts and an overview of relevant theories. In the middle part, there is the analysis of the necessity of prompting urbanization of migrant workers and performance and reasons of government dysfunction in Guiyang City. Next, we discuss the practice and implication of the city government function at home and abroad in the process of urbanization of migrant workers. Eventually, we make policy suggestions for improving the function of local government in urbanization of migrant workers from aspects including moderate adjusting urban and rural household registration system, creating a multivariate participating service management model, implementing public service and policy guidance mechanism, realizing supporting legislation and judicial intervention mechanism and improving the social security system, social service system and social supervision system.
