As the developing of Information Highway, the Internet has become popularized more and more, while the Information Technology provided the procurement some essential terms of development. Also the government procurement activities ask for the internet flat to make a further grow. In this condition, this paper argues that China should strengthen its information construction of government procurement. In Section 1, after introducing the conception of e-government procurement, this paper obtains some advantages of this new government procurement through comparing it with the traditional model. In Section 2, it reviews the development of China's government procurement, including the growth and problems of e-government procurement in our country. A demonstration is discussed in Section 3, using the theory of TFP and the method of regression analyses, this paper studies the effect that IT investment increasing can make a government financial expenditure rise. In Section 4, a successful case is given to explain the directions of China's e-government procurement in this period. In the last section, based on the success of the information construction, and the condition that China is about to join the GPA,this paper suggests that the direction of government procurement is e- government procurement.
