Regional tourism cooperation is a marked trend of the tourism industry development, which results from the enhancement of economic relationship, cultural exchange and tourism industries' enlargement between regions. In virtue of the cooperation, the government can optimize the structure of the industries, enterprises and tourists will be more convenient when they are engaged in the activities in other places. The cooperation between regions is in favor of the resource integration, strength interpenetration, and achievement of double wins.Culture is playing a more and more important role in the development of the society, which is considered by the researchers of cultural capital as very significant drive and proved by the bloom of the cultural industry and creative industry. Cultural trait is one of the basic properties of tourism, as the tourism industry is an important part of cultural industry. The process of the tourism industry development is substantively the operation of the tourism cultural capital. As owning different essentials of the tourism cultural capital, one region should cooperate with others so that they can provide there preponderant capitals with each other for the target of the tourism industry development.Shanghai and Pan-Shangri-La Areas have their own characteristic cultures. In the development of their tourism industries, advantages and disadvantages are obvious: Pan-Shangri-La Areas has world-class natural and cultural resources, while Shanghai has abundant capital, advanced technologies and management views, and outstanding practitioners. With the comparison of the tourism images and the analysis of the cultural relationship between the two areas, the paper gives the core of the culture capital interaction, shows the cooperation system and strategic projects, puts forward the countermeasures of the potential obstacles and problems.
