Under the double influence of industrialization and urbanization, Major metropolis-centered areas, including New York metropolitan circle, London metropolitan circle and Tokyo metropolitan circle, have developed into the most prosperous regions in the world. In China, while the economic strength and status of Yangtze Delta Area, Capital Circle and Zhujiang Delta Area are continuously improved, the tourism development pattern and industry layout both experience a transformation. Japan is the most urbanized country in Asia. The development pattern of Japanese metropolitan circle is always quoted as the typical example of clustering economic. Topping the three major circles in Japan, Tokyo metropolitan circle shares a lot of similarities with Shanghai circle in geographical location, region features and even inhabitant' behaviors. Thus, the paper shedding light on the features and factors of interactive link provides Shanghai metropolitan circle with practical suggestions.To begin with, the paper cards the development phases of Tokyo metropolitan circle and mining the core data of its tourism industry. Then the paper draws conclusions on the features of interactive link from analyzing 'Spillover Effect', 'Clustering Effect' and 'Ripple Effect'. Firstly, the national policies exert obvious influences in adjusting. Secondly, the transportation network lays solid foundation. Thirdly, Tokyo dominates the interactive process. Lastly the circle and its tourism interact in both economic and cultural aspects. In conclusion, taking the features of Shanghai metropolitan circle into consideration, the paper gives out advices on the basis of summarizing the experiences of Tokyo metropolitan circle case. It is necessary to improve the public awareness of the three effects when metropolitan plan should be introduce to obtain a balanced regional development state. Practically, the transportation resources should be fully utilized and transportation services be improved. Furthermore, event informational construction should be speed up in order to promote the short-distance tourism with Shanghai metropolitan circle.The dissertation consists of five parts: Chapter 1 Preface; Chapter 2 The development of Tokyo metropolitan circle and its tourism; Chapter 3 Research on the three effects and four features of interactive link; Chapter 4 Research on the policy and legislation factors; Chapter 5 Suggestions on Shanghai metropolitan circle tourism.
