| Regional innovation is the main power of the regional economic development, and innovation environment can provide an inexhaustible source of the power of the construction. It doesn’t work out without external incentives of the innovation environment for the development of Jing-Jin-Ji metropolis circle. In order to promote the sustainable development of Jing-Jin-Ji metropolis circle, the tool of Benchmarking was empirically used to evaluate the innovational environment of Jing-Jin-Ji metropoliton circle and Tokyo metropoliton circle,in this paper.In addition,based on this and the reality of Jing-Jin-Ji metropoliton circle,I discussed on these problems how to accelerate the innovation environment construction process of Jing-Jin-Ji metropolis circle and largely make the metropoliton circle paly a role in socialist economic construction in China.This paper was divided into seven parts in total.The first part is the introduction. This part mainly introduced the background and significance of this topic, related literature at home and abroad, the research idea,method and the innovations of this paper.The second part was analysis on the Benchmarking basis of metropoliton circle’s innovation environment. It outlined the related theoriy of the construction of evaluation index system of metropoliton circle’s innovation environment and the benchmarking method.The third part was the present situation of the innovation environment in Jing-Jin-Ji metropoliton circle and Tokyo metropoliton circle. It respectively analyzsed the present situation of the innovation environment in the two metropoliton circle’s innovation environment,and points out the gap between Jing-Jin-Ji metropoliton circle and Tokyo metropoliton circle in innovation environment.The fouth part was the analysis and design of evaluation index system. Through the analysis research,an evaluation index system consisted of four pillars which are market environment, policy environment, human resource environment and facilities environment is built up. The fifth part was evaluation method and calculation. Analytic Hierarchy Process(AHP) and other methodologies are used to comprehensively evaluate the innovational environment in the 11 administrative region.The sixth part was the benchmarking of the index of Jing-Jin-Ji metropoliton circle’s Innovational environment and analysis. The results of Beijing,Tianjin and Hebei were compared using the tool of benchmarking.And then the paper identified the biggest weakness of Jing-Jin-Ji’s innovation environment is the environment of facilities.The last part was the analysis on the benchmarking result and advice.According to the benchmarking results,the paper put forward some policies to improve the state of Jing-Jin-Ji innovation environment and advice:(1)The government mechanism and market mechanism should fully play a role in promoting the construction of Jing-Jin-Ji’s innovation environment.(2)Pay more attention to innovative talent training and attract talent.(3)Improve the state of infrastructure and optimize the environment of cultural facilities.(4) Strengthen economic relation Jing-Jin-Ji metropoliton circle, and share innovation environment. |
