Chinese enterprises are facing more complicated international environment in trade and transnational operations; and the international competition has become fiercer. In order to dissolve risks, prevention has become the moment of strengthening trade environment. What ways and attitude Chinese enterprise should uphold? What kind of services to prevent and avoid and deal with trade disputes risks? How to establish a sound early warning mechanism? How to apply the competitive intelligence to resolve the trade conflict? How to combine the competitive intelligence and trade conflict early warning mechanism to resolve the trade risks? It has become the important focus of the sustainable economic development and business activities, these current subjects are necessary for the focus of study.This article is starting from analyzing the main types of trade barriers after China's WTO accession. In the environment of china's trade tensions, competitive intelligence and early warning played a necessary role in dealing with trade conflicts. Through studying Chinese enterprises which encountered several trade barriers cases, we can see that the establishment of an emergency warning system has become the statutory responsibility of macroeconomic regulation for the Chinese government. This has the major significance to safeguard and developed the international trade. The United States has the "trigger mechanism"; South Africa and the EU have the "rapid reaction import monitoring mechanism"; India has the key commodities import monitoring mechanism. These early warning mechanisms can prevent the threat of unfair competition for the country's industries. Although China established its own "industrial early-warning mechanism", including motor vehicles and parts, information technology products, steel, petrochemical, agricultural, and the industry early-warning mechanism of the key. However, we establishment the trade early warning mechanism of competitive intelligence is very little. If we analyze these trade conflicts from the perspective of competitive intelligence, we can understand the ratio of anti-dumping lawsuits is low status long-standing in Chinese enterprises. Enterprises are short of an effective competitive strategy, and it can not discover the changes in the market in time and changes of competitor trends. It can not adjust their strategies according to react of the changes in the market in time. And put forward the strategy to suit the reality countermeasures of China .Therefore, we must establish the "trade early warning mechanism services" of competitive intelligence to protect ourselves with the weapon of law in the WTO to replay the trade barriers and anti-dumping lawsuit in the domestic and international markets at any time; it has the great strategic significance.The article focuses is that the trade competitive intelligence provided the service mechanism oh the trade-oriented conflict early warning process, as the part of the main governing bodies provided the services in the trade conflict early warning mechanism, as the intermediary institutions and enterprises provided the services in the trade conflict early warning mechanism. Meanwhile, it investigated the service mechanism of providing trade information for the government to analyze, evaluate, and comprise the trade website of the top 10 provinces. The article describes how to achieve the technology services system of trade conflict early warning from the three levels of the state, intermediaries and enterprises. That means using theory of competitive intelligence to search about pre-alarming and answering-up of trade conflict, and thinking trade conflict should be pre-alarmed and answered by tailing and transferring of competitive intelligence. The other innovation is the way of research. We should make research by combining trade conflict early. warning and competitive intelligence service mechanism to resolve trade barriers and the risk of conflict is only the key but also the difficulty. To solve this problem, analyzing demonstration is used. Through analyzing successful cases and failing cases, author investigated, evaluated and analyzed the portal website by providing trade information service for the government, and pointed out these websites should provide the initiative Push intelligence service mechanism for a user. The article expounded that the government, intermediary agencies, enterprise provided their intelligence services and the technical content indicator system from the 3 levels in trade conflict early warning.
