Scenic way is a combination of tourism and transport function of the landscape road, which has the multiple value of traffic, landscape, recreational, historical, cultural and natural. As a planning idea scenic way, which pursuits the harmonious coexistence and friendly exchanges between human world and the natural world, meets the needs of socio-economic development. It's the objective that seeks common development in the harmony between man and nature. In the planning area, scenic way has become a powerful tool to balance the contradictions of human activities and nature development. This paper scans the setting, development, and maturity of American Scenic Byways microcosmically and macroscopically, and then focuses on the origin, target, meaning and contents of "National Scenic Byway Program". Through analyzing the intrinsic relation of the two, it is cleared that how American Scenic Byways set and managed. Based the study before, it is hoped and proposed to set up Chinese Scenic Byways.
