Scenic byway is the scenic road which has intrinsic quality of scenic, historic, recreational, cultural, archeological, or natural features. It has a long history In foreign countries such as north America and western Europe. Scenic Byway Designation System is the whole system including the assessment process and institutions, the procedure and the criteria. As the original place of scenic byway, as well as the main research and practice country, America has been established a comprehensive Scenic Byway Designation System through the National Scenic Byway Program. At present, America has been designated 37 All-American Roads and 170 National Scenic Byways under the direction of the Scenic Byway Designation System.In our country, it appears the practice and empirical research about the scenic byways since 2000. Such as Yichun Xiaoxinanling Scenic route, Eerduosi Scenic Byway, Huanghe·changcheng Scenic byway and Zhusanjiao Green Network., refracting the development of scenic byway in China. But in the study of the theoretical research, we still stay at the first step. And at the same time the scenic byway designation system is the most important part in the theoretical research, and the key to conduct the scenic byway system to establish. This paper aims to study the development of Scenic Byway Designation System in America. And this paper also tries to provide useful information for constructing Scenic byway system in our country.This paper introduces the situation of study about the scenic byway assessment, studies the landscape assessment of the road. And analysis the Scenic Byway Designation System based on the interpretation of the relevant reports, Acts and guidebooks to create the development framework of scenic byway designation system.
