Scenic byway is a combination of tourism and transport function of the landscape road, which has the multiple value of traffic, landscape, recreational, historical, cultural and natural. The United States is the birthplace of scenic byway. After a long time of development, a national scenic byway system has already formed, which consists of scenic byways of national, state and local levels. At the beginning of 21st century, the concept of scenic byway has been introduced into China and quickly developed. However, it has just started.As it served for the need of planning practical activities, the study of scenic byway lacks of comprehensive and systematic research and paradigm study.Therefore, this thesis, which draws practical ideas from other foreign countries, aims at the theory study of development and management of the scenic byways, in order to make the thesis system of scenic byway normalized and systematized, and make some guidelines about the development of scenic byways in our country.First, the author inquires the scenic byway theory of planning and management, and makes some complements with some literatures. Then, a comprehensive analysis has been made, which is about those theoretical research results with those cases. Both of the theory study and case study have discussed from four expects, such as planning and development, marketing, investment and financing, and management system. Finally, the similarities and individualities of the four expects between the cases and the whole national scenic byway system have been discussed.Based on the situation in China and those studies mentioned above, this thesis has creatively proposed the paradigm of scenic byway development in order to make the scenic byway develop healthily and continuously. In addition, the conclusion has mentioned the lackness of the thesis and inspirations to our country.Figure 40, Table 45, reference 103.
