Research On Local Government And Surplus Rural Labor Transfer

The core of the "three rural" question is the farmers' income, but the basic way to solve the question is to transfer the surplus rural labor. Due to the special history background and system reasons, the structural warp of "industrialization ahead, urbanization sluggish" turns up in China, and the inconsistency between labors and soil is serious, it needs to accelerate the labors transfer in rural and make efforts to improve urbanization level. However, the dual social structure of urban and rural badly blocks up the labor force transfer in rural area.In order to discover the internal relations between labor transfer and local government behavior, according to the characteristic of rural labor and the government's function, this paper explain the necessity of the rural labor transfer on the basis of researching the present situation of the rural surplus labor. In close integration with the national related policy and stipulation, the paper elaborates the progress of rural labor transfer and analyzes the barrier factors in progress of surplus rural labor transfer from farmers, government of emigration and government of migration. Finally,according to some experiences of other countries, the paper proposes some policy suggestions of optimizing government's behavior to promote the rural labor transfer. The behavior of local government and the related system decide the progress of surplus rural labor transfer and the direction of development. If the function of local government is displayed effectively, it will effect surplus rural labor transfer seriously.
