China has been a big agriculture country since long time ago, the 9,600,000 square kilometers lands feed 1.3 billion Chinese. With the implementing of the opening-up and reform policy and the development of economy, the level of productivity keeps on enhancing, which made the problem of unemployment in the countryside became surplus labor. Xinjiang takes the 1/6 lands of China, oases that can be cultivated are limited. Arable lands become fewer and the population will increase in the future. The contradiction between lands and people becomes more and more serious, which demands rural surplus labor of Xinjiang to find out some ways to increase earnings and improve living standards. Government should do its work to lead the process of rural surplus labor transfer.
