Study On Urumqi's Urban Housing Guarantee System

The food is what matters to the people, take as the Place, Food, Clothing, Shelter which is the basic needs of human's survival. At present, our country has entered the critical period of economic society developing fast and reform assault. With the deep opening and reforming in China and the development of socialist market economy, the material interests of the people's demands have diversified increasingly, the gap between rich and poor widen gradually in our society. How to adjust the interest pattern in the process, strengthen and improve the social management effectively, coordinate the various interests of good relations, hand various kinds of interests contradictions relation properly, solute the accommodation of mid and low earning minority groups, safeguard mid and low earning minority groups' housing demand. Not only directly related to the social stability and economic development, but also directly related to our country to build a socialist harmonious society.Concerning about people's livelihood, Improving people's livelihood, which is an important cornerstone of Building a harmonious socialist society. Housing is one of society's livelihood problems, which is an important element in building a harmonious society. This article begins with the constructing situation of the domestic and foreign housing security system for low income families, elaborates on correlating theories which are involved in the housing security system, and lays a theoretical basis for systematically analyzing Urumqi's urban housing guarantee system. A subsequent chapter, shows the reason analysis in view of the problems which exist in Urumqi's present urban housing guarantee system. And, through the empirical analysis of Urumqi's urban housing guarantee scale, discovers the influencing factors for this housing guarantee system. The following chapter is a response to these factors and how the Urumqi municipal government departments can make future policies to provide a control reference. The succeeding chapter describes the successful experience drawn from the achievements of predecessors who have studied and profited from the Western developed countries housing guarantee construction. In view of this information there are also new concepts presented on reconstruction conditions which the Urumqi's urban housing guarantee system needs to implement. The final chapter presents new proposals for the present construction of Urumqi's urban housing guarantee system, with the hopes of making improvements to this guarantee system as soon as possible.
