Housing is one of the basic means of subsistence; solving residents'housing problem is an important guarantee of building a harmonious society and promoting the equitable development for society. July 1998, the notice about further deepening the urban housing system reform to speed up housing construction proposed to stop the housing allocation and Implement monetization of housing distribution step by step, it means our country ends the times of the traditional welfare housing allocation. As an important city in western, the economy of xi'an has developed rapidly and the people's living standards has improved significantly. However, the housing prices in xi'an is rising continuously in recent years and the gap between rich and poor is increased, more and more low-income groups can not afford the housing. At the same time, the housing security work of solving the housing difficulties of low-income groups has just started and still existed in the exploratory stage, housing security system is not perfect. Therefore, how to improve and perfect the housing security system and solve the housing difficulties of low-income family effectively has become an urgent social problem to the government of Xi'an.This paper describes some related theories of social security system, this establishes theoretical basis for analyzing the housing security system in Xi'an. On the basis of analyzing the status of the housing security system in Xi'an and collecting secondary data, the paper advances the problem existed in the housing security system and studies deeply the specific problems of economic housing and low-cost housing and housing fund in Xi'an. Through studying the housing support experience of developed countries and regions, this has important reference and the reference value for perfecting the housing security system. Contrary to the problem existed the housing security system and combine with foreign Experiences Inspiration, the paper proposes the improved design and specific improvements of the housing security system. Based on this, the paper proposes supporting policy recommendations that ensure effective operation of the housing security system in xi'an.
