As the market competition becomes fiercer and fiercer, the situation of the enterprise is more and more complex. In this case, the enterprise must improve the internal management to meet the challenge. The core question of the internal management lies in the human resources management, which is highly valued by the modern managers. How to deal with the performance management of the employee and form an effective performance management system is not only the most important problem in the human resources management, but also the problem badly needed solving in most of the civil enterprises.Having been separated from Laiwu Telecommunications Bureau, Laiwu Mobile has developed quickly these years. However, questions of the previous enterprise are still existed in the foundation management. Therefore, facing the changing and complex competition, Laiwu Mobile must adjust the former management system and form the new one to improve its competition ability, which is very important to the sustainable development. Furthermore, Laiwu Mobile must improve the performance of the staff and the company to maintain its market competition superiority and develop its competition ability.This text reviews the course of Laiwu Mobile's performance management, analyzes its present conditions deeply, and points out the existing problems. According to the fierce competition after entering into the WTO, it is indispensable to design and perfect the performance management system .So this article begins from the theories of performance management and the present conditions of Laiwu Mobile practice, refers to the experiences of internal and foreign telecommunication companies. Then we design a perfect PM for Laiwu Mobile .This system is a complete one, which has many basic components: planning, performance the implement of plan, appraising performance, feedback of performance, applying of feedback result Through the scientific system, the company resolves the strategy objects into individual objects tier upon tier, so as to develop the employee's ability extremely, improve performance and promote competition.This text states the detailed designing process, by the method of documentary analyzing and precedent researching. According to the result of implement, we find out the existing problems and perfect them. So the Laiwu Mobile's PM will be more scientific, rational and efficient. The research thought and results also have some inspiration meanings for other telecommunication enterprises.
