The Analysis Of Peddlery Administration And The Study On The Measures

It is a universal social phenomenon exists in many cities of our country, however, to that measures of repeatedly bans the city governments adopt caused accumulated massive contradictions between administer and peddler, and in the administrating process, sometimes violence conflict and blood event occurred. The long period existing contradictory, will inevitably affect the realization of social justice and just, and will be disadvantageous to the entire society stability and harmony.In this paper, the constitution of peddlers is analyzed, putting out that the peddlers come from two groups: one is the unemployed who mainly consists of the lay-off staffs in the economic system reform, and another is the labor translating from rural areas. The low schooling, low income, low work skill and low social security is the main characteristics of the street seller, which make them have big difficulty to get the employment opportunity in the regular employment department. The pressure of life forces the group to choose peddlery of low threshold, few invest, effective and quick return as the way of "self-relief , getting the basic personal and family need of life. In this paper, it is considered that under the situation that the current high economy growth does not bring more employment opportunity and the social security system still can not cover more difficulty group, the peddlery plays an positive role in alleviating the employment, improving the quality of the disadvantage group, moderating the social contradiction, maintaining the harmony and stability of society. The positive externality of the existence of the peddler is bigger than the negative influence to city environment.In this paper, the reasons for peddlery and administration patterns are analyzed, and using the hierarchy theory of needs, Pareto improvement principle, Hobson choice theory and positive and negative externality theory, the problems of social security, violence conflict, public interest and responsibility of government and so on which exist in the process of administrating of peddlery are analyzed, pointing out that the departments of government should hold ideals of service and good governance, ably by the principle of "people's convenience first", follow the oversea experience of management of peddlery, lead the citizen's participation, and propose the measure and suggestion which mainly includes making market construction plan, implementing migration plan, establishing the autonomy organization to safeguard the right of living of peddler and meet the need of peddler development. It is hoped that under the positive instrument, reconstruction, controlling of government and the active participation of citizen society, the peddlery will be no longer the "city stubborn illness" destroying the city environment, but the haven of difficulty community and the city characteristic-based scenery line and to make fully use of city resources manifesting the humanist ideas, and let the city become more animate and more harmonious with richer multiplicity, comprehensive characteristics and humanities concern.
