Nowadays, every country has to face the expending of international market and international risk, with the development of economic globalization. The traditional Japanese employment system with the characteristics of career-long employment and senior system has already not adapted to the request of modern enterprise’s flexible cost. Although it cannot be replaced in short time, it will gradually fade on the stage of history. Non-regular employment occurs and rapidly spread at this time, catering to the era and the enterprises’ demand. This paper collects the data since1980s, and describes the trend of employment structure adjustment and sums up the current several kinds of non-regular employment in Japan. It also displays relative labor policy and regulations.In1980s, non-regular employment in Japan is already very popular for the effect of poor export of Japan with the background of the appreciation of Japanese yen. Then, Japan experienced twenty years’ great recession, which makes the enterprise to improve the employment structure during the time of economic downturn and reduce labor costs becoming more flexibility so that Japan’s non-regular employment got further development. In addition to external shocks, Japan’s population composition has changed in that time, when the population became aging and more and more woman began to participate in social labor. These above all are the driving force of non-regular employment. In addition, with the development of Japan’s economy, the social economy has completed the industrialization and shifted toward to post-industrialization progress. Due to the different characteristics of each industry, the employment structure will be affected by the change of industrial structure. This paper analyzes the influence factors of Japan’s employment structure adjustment from labor supply and labor demand these two angles based on the above thinking.Finally, this paper summarizes the enlightenment of Japanese employment structure’s adjustment. Labor flexibility and employ diversification is not only Japanese problem, but a global trend. China is also facing the similar problem. Therefore, we should learn from the experience of Japan.
