Full employment is one of the four main objectives of the macro-control of the Governments,has always been countries in efforts to solve the first problem. As the most populous developingcountries, the employment problem becomes even more important, government employment on aparticularly prominent position. Achieve full employment is not only a number of requirements, aswell as the quality requirements. With the development of diversified forms of employment inChina, people in informal employment labor relations adjustment problems have becomeincreasingly prominent. With the deepening reform speed up the implementation of the spirit of theCPC Central Committee, Informal Employment in China the number of personnel is increasinggradually expand practice areas, but informal employment status of the labor market, they are agroup of vulnerable groups, and the quality of employment is low. Important way to change thissituation is to strengthen the adjustment of labor relations in the field of informal employment.Therefore, the study of non-formal employment and labor relations issues for building a harmonioussociety has a positive and practical significance.Given the above background, the non-regular employment relationship as an object of study forempirical analysis. First, from the domestic and foreign literature defining informal employmentand labor relations, and asked the meaning of this informal employment and labor relations. Thendata samples randomly selected people in informal employment in a city comparison sample ofnon-formal employment status of the working hours, labor compensation and social security levels,to come to the city in informal employment the quality of employment. And combined somedomestic scholars’ theories as well as informal employment labor relations adjustment modeconclusion, namely the low quality of people in informal employment practitioners, informalemployment by employment protection is limited. To arrive at the following empirical conclusions,the size of the working conditions of people in informal employment informal employmentincluding rural migrant workers, laid-off workers, retirees, etc.; labor relations is not standardized,the proportion of the labor contract signed; enterprises and economic nature; engaged in informalemployment are mostly low skill requirements.A reference to adjust the mode of non-regular employment relationship, at the same time tocompare the two major countries in the international non-formal employment labor relations adjustment mode. Combined with the conclusion of this article in the sample analysis, that ofnon-regular employment relationship adjustment mode should be adopting a government asdominant, and stressed the government to have a certain intervention role in the adjustment ofnon-regular employment relationship. Finally, based on the above analysis of non-regularemployment relationship adjustment mode overarching recommendations that enhance thelegislative level, the overall adjustment system; strengthen the norms of legislation on non-formalemployment issues; increase government intervention in adjustment mode role.
