Programming and constituting strategy is one of the key things to any corporations. Being talked too much, successful strategy is seldom been found in fact. What leads to above result? China Petroleum Pipeline Compressor Technology Company (CPPC) is a typical stated owned company. In this article, after analyzing virtues and shortcomings of the first and the second strategy of CPPC, I will give my solution to its strategy which based on scanning its environment and I hope what I done will bring some enlightenment to companies which are like CPPC.First of all, I research all kinds of theories of strategic planning, and induce five genres, according their main views. In this article, I give the main views and important representative persons of every genre. I think it is important to use all kinds of theories to constitute the strategic in our practical management.Then I briefly introduce the history and main productions or services of CPPC. After that I respectively outline the background, process and result of the first and the second strategic action of the company. At the end of this chapter, I evaluate the two actions and give a comparison between them.In the third chapter, I analyze and forecast the outer and inner environment of the company. After that, I use SWOT models to evaluate the "opportunity" and "threaten" of outer environment and the "strength" and "weakness" of inner environment of the company, and search some standby solutions. With the result analysis of SWOT, I use BCG matrix tool to illustrate the positions of some production or services in their own trade.In the last chapter, a strategic planning is founded, which is based on above discussion. I think CPPC company should treat the 'to develop an all-around compressor service company" as its strategic aim. From the view of company level, on one hand, it should retreat from its unrelated diversification units gradually; on the other hand, it should take measures to make its related diversification stronger by market-development or market-penetration strategy. The most important thing is that company should take vertical integration strategy to keep or develop its advantage in compressor business. At the end of article, I put forward my suggestion about organizational change and corporation culture renovation, including improving corporate governess to fulfill its strategy.
