In present process of preliminary planning of real estate projects, there are many subjective ideas, and market information is excessive one-sided, the specialization and system is weak, sometimes it only is content with speculation of certain concept. To date, there is not ideal model used to guide preliminary planning in the practical planning of real estate projects. Quantitative model actually is the abstraction of people' thinking, if our view is different about the preliminary planning, we can choice the different models. China's history of preliminary planning is not long, the running is non-stabilized, so it is impossible to explain all problems only using one or two mathematical model. But quantitative analysis make information processing of real estate projects is more normative and objective, so scientific quantitative analysis all along is the purpose of researchers.In this paper, consider the real estate investment decision-making, plan to commence analysis market to predict and market fixed position from systematic strategy planning; Analyze the relation between that preliminary planning,project-building,marketing and planning,the thing industry management and planned two times after construct; Consider the periodic of the real estate industry development, especially analysis the opportunity investment risk and the portfolio risk, and build up the quantitative-model.In this paper, using the Delphi expert method to confirm the influential factors in preliminary planning of real estate projects, and using the AHP method to analyze weighting, we establish fuzzy optimum selecting model, the qualitative problems translate into quantitative problems, it can objectively and exactly evaluate. Evaluation indexes more is dynamic and have much uncertainty and ambiguity, it is hard to get the integral and exact information of evaluation indexes. So the fuzzy optimum selecting method on the basis of the combination of qualitative problems and quantitative problems is a good method. Application of the correlates theory and establishment of mathematical models in this paper guide the effective application of preliminary planning, the examples in this paper are used to argue and apply. It not only provide theoretical basis for relevant ways to solve the problem in preliminary planning of real estate projects ,but also establish elementary theoretical foundation for building relevant systems in preliminary planning of real estate projects. We hope that the mathematical theoretical model can be use in the preliminary planning of real estate companies and guide the Investment Decision of real estate companies, so that it can regulate the preliminary planning of real estate and ensure the smooth and steady transition and rapid development of enterprises.
