A Research On The Management Of Urban Land Under The Institutional Change

"The land is a mother of the wealth",how to realize the biggest value of the land is the focus question which land owner is concerned all through the ages. The urban land is the base of urban existence and development, and it is the most basic carrier of urban economy. Therefore the management of urban land is the key of urban management,and it is the objective requirement of establishment and perfection of socialism market economy system.Based on current achievements and in view of existing problems, the article focuses on the study of management of urban land under the institutional change, and puts forward some theories, viewpoints or methods in order to supply the research of urban land management of our country effectively in theory and play a certain guidance role for the present urban land management in practice..This dissertation consists of six sections.The first section, chapter 1 prolegomenon, mainly introduces research background, meaning , purpose and development of relevant researches, as well as research path, approach, innovation, and insufficiency.The second section, Chapter 2, is about the target and feasibility of urban land management including connotation, target ,necessity and feasibility.The third section, from Chapter 3 to Chapter 4, is a research in property institution and land market construction, which is the foundations of urban land management. The changes trace of urban land property institution and land market in China is reviewed under the institutional change, and then the operation of urban land market,together with the basic thought and the goal and mode of the urban land property institution reform in China are discussed.The four section, Chapter 5, is about the operation of urban land management. The scientific mechanism and mode of urban land management are choosed.By comparing the effect of market mechanism with government behaviour in resource collocation, the status and effect of market together with government in urban land management are ascertained, and then the dissertation put forward the land management of function-oriented, which is an effective mode.The five section, Chapter 6, on the basis of prior discussions, relevant countermeasure and proposal regarding the management of urban land under the institutional change are given.The six section, Chapter 7, is the conclusion and the discussion.
