Study On Optimizing Of Operating Mechanism Of Small-medium Urban Land Reserve

General Secretary Xi Jinping pointed out,“The notable feature of China's economic development during the 13 th Five-Year Plan period is that it has entered New Normal”.At present,China's economic development is in the "three stages superposition" stage,that is,the shifting period of growth rate,the painful period of structural adjustment and the digestion period of early stimulus policy,which is an important strategic opportunity period.Under the New Norm,economic development requires the full play of the role of land reserve system,especially in promoting the efficient allocation and rational use of land resources,and enhancing the government's ability to regulate and guarantee the unified urban and rural construction land market.Therefore,higher requirements are put forward for the operation of land reserve.The study analyzes the current situation,problems and reasons of Small-medium urban land reserve operation mechanism through case analysis method and on this basis puts forward countermeasures to optimize the operation.It has very important significance which can provide reference for the optimization of operation mechanism of land reserve in China.Through the analysis of this thesis,we can find out the positive effects of land reserve in stabilizing the land market and promoting the urban economic development.However,there are still some problems such as deviation of land reserve behaviour,disorder of land development and land supply,and financial risk of land reserve financing which is caused by many factors such as organization management system,laws and regulations,land supply capacity and market economy environment.Therefore,the optimization of land reserve operation mechanism should be based on the analysis of problems and causes.Finally,this thesis proposes an optimized path for the operation mechanism of land reserve in small and medium-sized cities,including optimizing the organization management system to strengthen structural guarantees,improving relevant legal norms to strengthen institutional constraints,and building a multi-level financing system to provide financial security and stimulate market economy vitality.The solution of the above problems will play an important role in optimizing the operation mechanism of land reserve,advancing the structural reforms of the supply side and adapting the New Normal.
