Study On Optimizing Of Operating Mechanism Of Small-medium Urban Land Reserve

General Secretary Xi Jinping pointed out,"The notable feature of China's economic development during the 13th Five-Year Plan period is that it has entered New Normal".At present,the economic development of China is at the stage of the three period superposition which includes growth speed shifting period,the throes of structural adjustment,and the early stimulus policies digestion period.It is a huge challenge for our country's economic development as well as an important strategic opportunity.Under the New Norm,it should pay more attention to the improvement of quality and efficiency and to the spatial equilibrium of population economy and resource environment,which requires the full play of the role of urban land reserve in the intensive utilization of land resource,stabilizing land market and promoting city development,which puts forward higher requirements for the operation of land reserve.In order to promote city development and improve the efficiency of land resource allocation,it is necessary to analyze the current operation mechanism of land reserve,and then find out problems and reasons in the process,and finally figure out how to optimize the operation mechanism of land reserve.The study takes X city of Hubei Province as an example and analyzes the problems and reasons in the process of operating land reserve that based on the relevant theories of land reserve and provide suggestions to it.In the first chapter,the writer builds the framework of land reserve operation mechanism and theoretical basis.In the second chapter,I analyze the situation of land reserve operation mechanism,taking X city as example and find out problems in the operation of urban land reserve.In the third chapter,the writer analyzes the causes of operational problems based on the discovery of the problem.Finally,put forward targeting suggestions to optimize the operation mechanism of land reserve.The study analyzes the current situation,problems and reasons of Small-medium urban land reserve operation mechanism through case analysis method and on this basis put forward countermeasures to optimize the operation.It has important practical significance which can provide reference for the optimization of operation mechanism of land reserve in China.Through the analysis of this paper,we can find out the positive effects of land reserve in stabilizing the land market and promoting the urban economic development.However,there are still some problems such as deviation of land reserve behaviour,disorder of land development and land supply,and financial risk of Land Reserve Financing which caused by many factors such as organization management system,laws and regulations,land supply capacity and market economy environment.Therefore,the optimization of land reserve operation mechanism should be based on the analysis of problems and causes.The solution of the above problems will play an important role in optimizing the operation mechanism of land reserve,advancing the structural reforms of the supply side and adapting the New Normal.
