After stepping into the 21st century, with the mutation of human society from industrial economy times to knowledge economy era, human resource makes a great development; meanwhile many relevant methods of performance evaluation are put forward. 360-degree feedback as an evaluation method that originates from western countries is also introduced into Chinese enterprises. In the process of using this method under Chinese enterprises' culture environment, most enterprises only develop the function of result evaluation. Besides, owing to that people usually neglect the cultural difference between China and western countries, both the information distortion of 360-degree feedback and the lack of perfect and quantitative processing on evaluation" information affect the use of 360-degree feedback. However, presently the academe only makes rough discussion on above-mentioned aspects, therefore, based on the study on developing evaluation and Chinese enterprises' practice, the deep discussion on the improvement and application of 360-degree feedback is a serious problem that needs to be solved urgently for enterprises and academe.Starting with the study on developing evaluation, based on the qualitative analysis method combined with quantitative analysis method.This paper makes a systematic discussion on improvement and application of 360-degree feedback under Chinese enterprises' culture environment. Firstly, we conclude and analyze the study on 360-degree feedback inland or abroad, and then from the aspects of application area, obeying on organizational strategy and enterprises' intercultural harmony and so on, we make a qualitative analysis on the application premise of 360-degree feedback in China. And combining to Chinese culture characteristics, we analyze the objects' features of 360-degree feedback and its moral risk by using game theory. On the ground of above procedures, by using the mathematic means of grey system theory and AHP, we also design the "grey 360-degree feedback system" that conforms to developing evaluation, which can offer the powerful proof for quantitative analysis of evaluation result and performance feedback. And then we construct the cultural affected model of 360-degree feedback, and build the sound feedback atmosphere, which is helpful for realizing the circular use of 360-degree feedback. Finally, according to the practical example of a science study item, this paper makes a demonstration study on methods of 360-degree feedback.The characteristics and innovation point lie in: by combining with Chinese enterprises' practice, based on developing evaluation, this paper offers the systematic innovation of 360-degree feedback; meanwhile we use the game theory to analyze the objects' moral risk by the quantitative and qualitative means. We also design the "grey 360-degree feedback system" to make the quantitative evaluation and feedback by using the grey system theory and AHP. What's more, we optimize the use of 360-degree feedback by constructing affected model of performance feedback and building a sound atmosphere of performance feedback.
