The issue of highway toll has never failed to cause heated debates, especially since The Implementation Plan of Highway Toll Fee Waiver for Station Wagon on Major Holiday has been released. In the following National Day, the first implementation of this policy has caused serious traffic congestion in toll houses to a large extent, which has gendered extensive social concerns. People begin to realize that a relatively reasonable charging standard appears to benefit more, compared to such free policy. It is the transformation in public attitudes that suggests a feasible solution to this issue be imperative.This essay is composed of four parts. Firstly, according to the existing data and literature on policies of highway toll, domestic and abroad, the author selects the appropriate research methods and route. Secondly, the reasons which hindered the implementation of some strategies have been found out through an introduction of development history of highway toll policy in China. And then, some pertinent issues have been raised by means of analyzing impacting elements that changes the relative policies in China through Feedback Theory in the third part. The fourth part draws a conclusion of the impacting elements which have been mentioned in the former part, and also reveals a few solutions to such problems.The author believes that the concerns from the relative leaders matter most, and mess media plays as a catalyst in such policy changing. Besides, the experts have exerted great influences on policy makers, as a result of their professional and academic achievements, unlike some laymen's self-interest and superficial viewpoints. Consequently, the recommendation from experts or academics is more likely to be adopted by policy makers for its flexibility, rationality and feasibility. Comparatively, laymen's discussion appears relatively hysteric and often fails to affect policy establishment directly.Through an extensive research on concerning literature about the development history of the changing policies in China, combined with Feedback Theory, this essay induces the impacting elements that change the relative policies. And correspondingly, some suggestions have also been put forward by the author.
