Modern organizations are competing severely with each other nowadays to win the ultimate advantage on human resources, for their ambition to keep competitive strength and have a big future. In striving for the key advantage, performance management acts as a very useful and powerful approach to utilize and maximize the sources. In way of utilizing, the traditional instruments such as Management by Objectives plays an excellent role in management, while in way of maximizing, it's espoused that the implementation of 360 degree feedback will lead to the evolution of performance management. Thus, the nature and the development of 360 degree feedback deserve attention at an academic and practitioner level. For purpose of practicality and uniqueness of adapting 360 degree feedback into a public organization, this thesis presents the way 360 degree feedback in helping PuTuo Bureau of SHAIC meeting its challenges in process of development. By qualitatively analyzing the opportunities and risks contained by both outer surrounding and inner surrounding, it demonstrates a systematic 360 degree feedback architecture with 107 participants involved in three dimensions as self-appraisal, upward feedback, and peer feedback, upon giving some consideration to the risks and difficulties of applying the instrument. And that leads to the finding of the thesis:with a stable organizational culture, public organization offers the consistence which is specifically required for 360 degree feedback while 360 degree feedback definitely shows precious value of sustainably motivating employees behaving self-improvement performances which is highly-demanded by public organization with a process oriented nature. But its success is mostly depended on the managers professional capabilities, namely "four power" here in specification, the decision-making power to border the incomes and outcomes from the whole perspective of organization, the judgment power to define the challenges and obstacles in developing the system, the controlling power to ensure the rigidity and preciseness in executing process, and finally the risk managing power to protect the system safety.
