ZG International Freight Corporation was founded in 2005. The company is engaged in the domestic sale of containers. The company had been established just when the freight market competition is most intense, the foreign freight enterprises as well as the domestic freight enterprises seize the market, robs the talented person. In competes like this under the exceptionally intense external environment, ZG Corporation completes talented person's management and the development in the interior, the strengthening internal management, the implementation company strategic target, comprehensively promoted the enterprise competitive ability the pressure to be bigger, the formulation suited the enterprise to develop the request, could practically solve the business management question achievements examination and critique system, carried out the achievements to manage imperative.The article introduced the details of ZG Corporation firstly, and analyzed the Corporation's basic situation. The company has established the integrated organizational structure, has designed the departments, the positions as well as the responsibilities division of positions. And the people in the company are all young at the seem time have enough knowledge and skills to accept the advanced theories and methods of management. Based on the general analysis of the company's inside and outside environment, four questions were presented, one is the strategic target can not be related with the employees daily work. The second is the lack of suitable value evaluate system, which can cause the assignment not to be unfair; The third is the lack of pointed and the concrete basis to staff's training and the development. Causes the paper to this management question ponder and the solution exploration to enter to the company achievements examination and critique system design mentality research in.The author expounded in the second chapter what is the goal of establishing the performance evaluation system. First also is the most important goal is to realize the company's strategic target. The second is to develop the human resource. The third one is to establish the formal communication channels. the fourth is to form the fair competition system. These four goals both described the corporate management question finally solution goal, and has established the overall direction for company's achievements examination and critique system.In the second chapter, the author also analyses the condition of implementing the performance system successfully. It is the support and promotion of the executives, the establish of management system, the transformation of idea ,and the application of management information system. After the comparative analysis, the author thought the condition of implementing the performance management in ZG Corporation has already to be satisfiedIn the third chapter introduced the overall frame design and specifically operates of the performance evaluation system. The overall frame design mainly involves to the choice of the performance evaluation pattern. At present, the mainly used performance evaluation pattern include object management, key performance indicator management(KPI), the performance evaluation management based on the balanced scorecard(BSC), 360 evaluation and so on. Upon the contrastive analysis, the overall frame of the performance evaluation system is formed.ZG Company's performance management was divided into three stratifications; the Company achievement management, the department achievements management, and the staff achievements management. Company's performance evaluation system separately establishes according to the three stratification planes with the KPI performance management method. The staff achievements inspection content including the work achievement, the post technical knowledge and the synthesis skill three parts, work achievement on the one hand designs the KPI target through the BSC method, on the other hand acts according to works responsibility establishment. Because each indicator are different, the target weight is also different. The post technical knowledge and the synthesis skill are set up by both sides according to the job requirement.In the entire achievements examination and critique system design process, the author explained the target, the decomposition and screening, differently graded, the method selection with examples. And also introduce the details and methods about the performance communication, the performance feedback, the performance appealed and so on.In the last chapter, the author introduced the research results-- ZG Corporation's performance evaluation system. As a result of the article style limit, the ZG Corporation's performance evaluation system has been introduced by brief and fining language, this also conforms to the reality of business management. And the table list which worked out for the performance evaluation system also can be the template for the similar enterprise. The article also introduced finally the changes which the enterprise occurred in the implementation of the performance evaluation system several months later.In brief, this article in view of the ZG Corporation's reality existence management question, according to the request of enterprise culture and the characteristic, designed the performance evaluation system which conformed to the developing request of the company's strategy. And in the system design process, though the analysis and study about the performance management theory , has carried on some attempts which the achievement inspection and the skill inspection. Especially the designing of 13 comprehensive skills and the qualitative evaluation standard, may be the valuable reference for the similar enterprise designing the performance evaluation system.
