Research On Evaluation Model Of Regional S&T Development Mode And Its Application

Science and technology, as the nuclear ability to acquire the state and regional advantage of competition, is given the priority by all the states and regions. In this environment, the 16th Central Committee of the Chinese Communist Party set up the state's strategic mid- and long term developing plan, set forth an overall, strategic and foreseeing for the S&T of our state in the future, set the developmental road of the creative state. And it will take it as a key issue"to set up the technological and creative system of enterprises as the main-body, the combination of enterprises-universities-researches, and to take the improvement of the technological and creative ability as a breakthrough, put forth the construction of the state creative system all- sided". With the fast speed of the global process of economy and the S&T, they are mutually coordinated, dependent, promoted. Thus, promote the overall development of the society.However, there are many modes in the historical development of the S&T of our state. It can be seen from the mode study that the main body of concerning parties should choose carefully the mode which suit to itself by making full analysis of the advantages and disadvantages and the applicability, and by combining some self characters and subjective & objective situations. Only by choosing the best cooperative mode can the results of the science be turned into productivity as soon as possible. Thus, the study of the regional development of S&T will contribute to its coordinated development, perfect regional concerning works, and set the new priority and direction. At the same time, it will offer scientific base and advice by making use of the local resources effectively and rationally, and by making use of the advantage of S&T.This paper can be divided into the following 6 chapters:The first part gives an introduction of the background knowledge and the significance of the research, It also gives a brief explanation to the notion of region, regional S&T, mode, development mode and development mode of regional S&T. the current state of home and abroad.The second part mainly analyses the construction of the developmental system of the regional S&T, which includes: main-body subsystem of S&T, resources subsystem of S&T, environmental foundation subsystem of S&T and subject subsystem of S&T. The main-body subsystem of S&T analyses enterprises, universities, institutes, broker service agencies and government. From this we can see enterprises are the main-body of science innovation and universities and institutes are the main-body of knowledge creativity. The broker service agencies of S&T is an important link of the flow of knowledge between scientific researching department and enterprises, while government provides policy and institutional environment for creativity; various social resources provide material foundation for the activities of S&T. It also describes the functional orientation: technology innovation system as enterprises are the main-body; and knowledge creativity system as universities and institutes are the main-body; the service system of S&T as broker service agencies; S&T is an important link of the flow of knowledge between scientific researching department and enterprises, government service system as government is the main body. The resources subsystem of S&T includes: manpower resources of S&T, financial resources of S&T, material resources of S&T and informational resources of S&T, etc; The environmental foundation subsystem includes: policy& system and environment, social moral & cultural environment, economy environment, etc. Subsequently, it makes a brief analysis to the complexity of the regional development system of S&T, and gets a conclusion that it has the character of level, dynamic, multiple, and nonlinear, etc.The third part is about the group dividing and exploration for the modes of S&T in our state from the perspective of the organizational main-body of S&T. The modes include: the mode of the governmental organization, the promoting type mode of scientific institutes, the dominant type mode of enterprises, the overall mode of"enterprises-universities-researches". It also makes a study of the characters, applicability and functions of each mode. Every mode has its specific form. For example: the overall mode of"enterprises-universities-researches"can be divided into technology transference, cooperative investigation, construct the content-body cooperatively, etc. Whereas the last one has the forms of cooperative high-tech technological enterprises, cooperative research and developing agencies, cooperative engineering researching centers, etc. To further understand the mode of choice, we mostly analyze factors such as region tactic, S&T system, S&T production phase, cooperate goal, symbiosis and market scale.The fourth part sets up the rational system of appraisal index by setting principle and frame, In one region, there are different types of enterprises, universities, institutes and broker service agencies, who take their own mode to suit to themselves. Just this sort of multiplicity makes the mode of development of science and technology multiple. Thus, the mode of development of science and technology in one region is multiple, it combine all the reasonable mode into one, which belongs to the multiple mode. Thus, we can measure the overall degree of various modes chose in one place by means of the level of the development of science and technology in this region. In the appraisal index system, we appraise it by means of the foundation, input, output and Science and technology for socio-economic development and we explain the connotation of particular indexs. Then, it introduces structural and computational principle of analytic network process, and on which foundation it constructsthe result appraisal mode based on science and technology developmental mode of ANP and analyzes the interrelationship between the factors and the index under them in the modes. What's more, it denotes the correlation between the index by means of diagram of network.The fifth part makes a case study of the actual situation in Xinjiang, introduces the current situations of the development of science and technology in Xinjiang, and analyses advantages and disadvantages, it gives an overall appraisal from the aspects of level of development of science and technology of the five provinces in Northwest China, and it sets the weight of every index of the result appraisal mode based on science and technology developmental mode of ANP. It also gives a contrastive study to the five provinces, namely, Shanxi, Ningxia, Xinjiang, Gansu, Qinghai by means of the statistical data from 2003 to 2005. Thus, it gets the synthetic result and the order of level of development of science and technology of the five provinces. As a result, there is pretty good by the result appraisal mode based on science and technology developmental mode in Xinjiang, continuous and stable second in five northwestern provinces.
