| Sustainable development is a very important content of scientific development view, and promoting circular economy is an essential measure to practice this kind of view. Circular economy is a scientific idea and a advanced economy mode. The development of circular economy is a synthesis development of multi-system or multi-element under the condition of mutual coordinating, mutual restraining and mutual regulating. So evaluating the status of circular economy's development can not only give a summary of the past but also can offer a scientific ground for further developing.Starting from the concept of circular economy, this paper studied its development phase,development level and theoretical basis. The relationship between circular economy and other new economy is also studied. Following the design principle and guideline of circular economy evaluation system, and by taking into account the domestic and overseas research results about circular economy and the related document of NEPB(National Environmental Protection Bureau), this paper finally made out a preliminary evaluation system, which is constituted by 3 levels and 4 sub-systems and 77 indices. In order to make sure the system is of applicability and simplicity, we made an analysis of independence and principal components based on the actual situation of Zhuzhou City, and finally picked out 38 indices to make up the evaluation index system of Zhuzhou City. This paper also made out an evaluation-mode using the method of fuzzy synthesis evaluation and the method of combination giving-weight-value. After then, we evaluated the Zhuzhou's circular economy development by making use this mode and put forward some proposal from the view of policy environment. We hope all these proposals can gear up Zhuzhou's industrialization reform and promote its circular economy developing. |
