| Regional science and technology innovation effectiveness refers to the efficiency and capacity that turns all kinds of resources into innovation output by using specific method.It depends on the mutual influence and effect among the internal elements of regional innovation system and the mutual communication between these elements and environment.The innovation effectiveness reflects the efficiency that a certain country or area achieve the overal goal of innovation strategy.However,there is a shortage of comprehensive indicator system towards the evaluation of regional science and technology innovation effectiveness.Though the efficiency and capacity of regional science and technology innovation can mirror the level of innovation on some degree,these indicator system can only measure the efficiency and capacity itself but not the degree of achievement of innovation strategy.Thus,it is significant to establish a comprehensive indicator system,which plays an important role in reflecting the innovation effectiveness of certain country or area.Based on the research of innovation theory,this paper aims to design an indicator system of regional science and technology innovation effectiveness and measure the efficiency of it through empirical analysis.Firstly,this paper presents the relevant existing document and research achievement and make clear the questions that are supposed to be solved.It also re-define the concept of regional science and technology innovation efficiency and summarize the principle of evaluation towards it.Therefore,it establishes a comprehensive indicator system.The system includes three parts,the criteria evaluation indicator which consists of factors that reflect the degree of achievement of innovation strategy such as benefit,cost and timeliness;the first degree evaluation indicator which consists of innovation performance,innovation capaity and innovation environment;and the second and third degree evaluation indicator.Each indicator can mirror the regional science and technology innovation efficiency.This paper is based upon ANP and entropy method to construct the proportion of each evaluation indicator.It then carries on empirical study upon different areas in our country after collecting the data of 30areas' regional science and technology innovation effectiveness.The study indicates that theeffectiveness presents a trend of rising as a whole in our country,however,there is a obvious gap between different areas.The average innovation efficiency of eastern area is much higher than that of central and weatern area and there is also a huge difference in one area.Based on the result of empirical study,this paper gives suggestions of how to improve the effectiveness of regional science and technology innovation.This paper aims to establish a comprehensive evaluation indicator system.It measures the situation of innovation efficiency of different areas through the design of evaluation indicator and the analysis of proportion.It enriches the content of study upon innovation efficiency and gives suggestions of how to improve the effectiveness of regional science and technology innovation. |
