Research On Quantitative Evaluation Of Regional Low-Carbon Economic Development

Climate change is one of the focus problems of international conflict in politics and economy. To response to climate, energy and environmental crisis, developing a low-carbon economy is a new economy development mode for human beings. In order to appraisal the development of regional low-carbon economy comprehensively and to find out the favorable conditions and constraints, it is necessary to design an appraisal index system of low-carbon economy. It is important to guide the construction of regional low-carbon economy.In this paper, qualitative research and quantitative research, theoretical studies and empirical studier are combined. This paper can be mainly divided into five major sections. The First part is an introduction. It analyzes the research background, significance and research status of the paper. The research methods and train of thought are also introduced. What's more, this paper analyzes the research on status and different intensions of the low-carbon economy, the general characteristics of carbon emissions, the factors that influence carbon emissions, the practice of the low-carbon economy, low-carbon economic development in different industries and areas, various evaluation index system of low-carbon economic development. Besides, this paper puts forward views of myself for the intension of low-carbon economyThe second part analyzes the general situation in Hunan. It comparatively analyzes the favorable conditions and constraints of low-carbon economy development in Hunan on resource endowments, energy structure, industrial structure, development stage and so on.On the basis of theoretical analysis and principles, this paper makes an attempt to design an evaluation index system of low-carbon economic development, which is composed by5second-grade indexes and25third-grade indexes. The second-grade index includes: low-carbon energy application, low-carbon industry structure, low-carbon technical innovation, low-carbon social development and low-carbon system construction. A questionnaire is designed to calculate the index weights. Experts are carefully selected and invited to participate in the survey.40valid questionnaires are received. Based on the information of the low-carbon development of Hunan Province,this paper adopt layer analysis method to determine the weights of various indicators and adopt the fuzzy math to evaluate the construction of low-carbon economy in Hunan.Empirical results of the evaluation index system show:the assessment value of low-carbon energy application index, Low-carbon industry structure index, Low-carbon technical innovation, low-carbon social development and low-carbon system construction index is66.34,71.20,68.30,65.17and57.73. The assessment value of Hunan's low-carbon economic is69.64. In a word, The comprehensive evaluation of Hunan's low-carbon economic is "general". The result of the evaluation is basically in uniform with the result of direct object analysis, showing that the constructed evaluation index system of Hunan's low-carbon economic development has a comparatively good suitability. In addition, this paper makes a preliminary analysis on the problems of the construction of Hunan low-carbon economy.According to the analysis above, this paper prompts the solutions: first, to adjust the relationship among population, economy, society, resource and environment; second, to optimize the industrial structure and the energy structure; third, to promote low-carbon technology innovation; fourth, to consummate low-carbon policy support system; fifth, to provide an institutional guarantee.
