Research on"competency", is a hot subject in study fields such as contemporary psychology, Human resource management, pedagogy, etc. The root of competency research is Behaviorism Psychology. The precursor of competency research is Mr John Flanagan, while Mr McClelland—Psychology professor of Harvard University, is called the father of competency model. In the year 1973, he raised the concept of"competency"for the first time in his article《Testing for Competence rather than for Intelligence》.This started the upsurge of research on competency.With the rising of application of competency model, competency model have gradually replaced the traditional post analysis, and it plays an important role in all these aspects: Human resource inviting applications for jobs and sizing the candidates, Human resource development, Career promoting and planning, Salary management.Having had a comprehensive review at the actual status of competency research in both domestic and abroad, the research mostly concentrate on the level of individual. Particularly the research of competency model about management post and senior management post are hot subjects. Whereas there is less research on the level of team and organization, especially there is hardly any research about competency model of project team.This article starts from the angle of team performance, goes to explore the competency which impact the team performance. Through the combination research mode of BEI interviewing(qualitative analysis method) and Questionnaire survey(quantitative analysis method), giving the example of"200KMH EMU project team"of Changchun Railway Vehicles, co., ltd, construct the competency model of project team.The design of questionnaire mainly make reference to the study output of foreign scholar: Project Team Questionnaire. First translate this Questionnaire, then make modification and improvement on it. Also I did a trial-survey of Questionnaire, deleted some questions accordingly, and then finally the Questionnaire of"200KMH EMU project team"of Changchun Railway Vehicles, co., ltd came into being.This article design a interviewing outline, meantime choose seven members of"200KMH EMU project team"with good performance to carry out the BEI.Through the analysis of multi-choice opening question, validate the primarily-abstracted project team competency is scientific and reasonable.Through SPSS13.0, do analysis on the collected questionnaires, come to the positive correlativity between seven competencies and team performance, and primarily abstract these seven competency: Strong Self-Concept,Professional Self-Image,Personal Influence,Diagnostic Skills,Tactical Planning,Tactical Flexibility,Results Orientation. Through BEI interviewing, define six competency: Results Orientation, Tactical Flexibility , Tactical Planning, Personal Influence, cooperation concept, knowledge & skills. Whereas these six competency are also shown in the results of Questionnaire survey. Therefore, combining the research results of these two, define six competency as project team competency of"200KMH EMU project team". In the end, through the analysis of multi-choice opening question, validate that these six competency is scientific and reasonable.The final conclusion is: there are six competency inside the competency model of"200KMH EMU project team"of Changchun Railway Vehicles co., ltd: knowledge & skills, Tactical Flexibility, Tactical Planning, cooperation concept, Personal Influence, Results Orientation.
