A Study On CNPC Jilin Petroleum's Purchasing Based On Supply Chain Management

In this society with increasingly cutthroat competition, the place of purchase has became more and more important under the market economic system, has became a new profit-increasing point for the enterprise. Thereby, the management of material purchase is much more importance than before. The management of material purchase is a necessary tache in the company, which has important influence on production and business of the company and the management level directly impacts comprehensive management benefits of the company. The domestic enterprises have treated the scientific and rational management of material purchase more and more important, but there is still large difference with known enterprises of developed countries. There are many places should be discussed and improved in management of materials purchase. Just under the situation, the paper takes Jilin Petroleum Group, one state-owned enterprise for example, analyzes the development situation and existing problems in management of materials purchase and brings out relative solutions.The paper has analyzes carefully and found out the differences of five aspects between purchase management of Jilin Petroleum Group and that under supply chain mode, which are as follows:Firstly, the Jilin Petroleum Group has not formed a unified management structure, where the Group-level management function of material purchase is divided and the purchase management systems of filiales (subsidiaries) build systems respectively and are short of coordination. Secondly, the unified external purchase of Jilin Petroleum Group has not been realized completely, where there are separated purchase of several purchasing party at Material Supply Department, Imports and Exports Company and so on.The third, the unified storage pattern of Jilin Petroleum Group has not been established, the material warehouses of filiales (subsidiaries) acts respectively, which are independent to each other; and the information here is closed, where there is no unified storage for mass general-purpose materials.The forth, the JIT purchase is only made orally; since the cultivation of strategy supplier is not finished, the true timing purchase mode has not been realized, where there is a large distance between the above two.The fifth, the separated purchase has not changed. The material purchase is a complete value chain action finished by several departments and taches together.In allusion to the difference between purchase management and supply chain mode, the measures and implementation scheme are put forward from the four aspects of construction of system, management of supplier, storage management and information management.As to the construction of system, put forward that: combine all the main resources of purchasing on the level of group and organize a management center to conduct uniform management and central decision-making to implement strategic purchase; combine regional resources on the level of region and organize regional purchase center to implement uniform purchase and uniform storage to the mass and general material demanded by the enterprises within the region. Organize demand service center for all the enterprise directly to promote collecting capability for demand information and on-site service capability and to take charge of the procurement and supply of special material. Combine the domestic and foreign main purchasing parties for all groups to change the distracted phase with multi-main purchasing parties for groups and multi-managers completely. Accelerate the extension of the central purchasing scale of group and reduce the difficulty of setting of operation of regional purchasing center to go on strengthening the central purchase of group and enlarge the corresponding scope so as to collect the purchase power for the general materials which are suitable for being purchased centrally. Strengthen the effort for boosting the combination of regions to create conditions for the construction of regional purchasing center. Go on boosting the joint purchase and joint storage of sub-companies within the region and joint management to supplier. Establish joint conference system for management of procurement of material of the sub-companies within the region to establish the rudiment of purchasing center. Purchase especially for the core business and combine the logistics and distribution resources of sub-companies to deploy the combining work of internal resources of logistics of the sub-companies and set down the time schedule. Establish experimental center for regional purchase. In order to reduce the risk of system changing, the setting of regional purchase center can adopt the method of experiment first and popularization then. On the basis of the success of experimental center, summarize the experience and popularize it completely. Implement the purchase management mode of JIT to promote the efficiency and effectiveness of purchase.As to the respect of management of supplier, put forward that: establish the classification management system for supplier on the basis of classification index to cultivate and optimize the supplier network. Combining with the function division of different levels in the management system of material procurement and the uniform management to control the construction of management system for supplier in separated grade and divide the suppliers in accordance with breeds of material and purchasing modes. Divide the suppliers into strategic supplier, main supplier and common supplier. The strategic supplier refers to the supplier with large scale, good credit, good quality and open management ideology and its product has competition power, advanced technology and strong sustaining developing among the suppliers for strategic material; main supplier refers to the non-strategic supplier for strategic material and the supplier with strength special technical power, good quality, strong capability for after-sale service, detailed management and good credit among the suppliers for general material of all regions; common supplier refers to non-main supplier for regional general material and the supplier for special material for all sub-companies.As to the aspect of inventory management:Strategic supplies and strategic inventory are formed according to the different natures of the materials. Uniform inventory applies to area of the common materials. As to three inventory system for the professional exclusive inventory branch(subsidiary ) companies, except the Jilin Petroleum Group inventory for storage installation,every layer can make use of supplier inventory, bringing the social inventory into the inventory system of the Jilin Petroleum Group. Dispose the overstock of goods and materials and clear off the material. Examine the structure conditions of stock in storage in every branch (subsidiary) company of Jilin Petroleum Group systematically. Find out which inventories must be reserved, which are the real overstock of goods and materials and find out the all the conditions. Enhance the region joint inventory and reduce the scale of the inventories in branch (subsidiary) companies gradually. Establish region joint inventory system and implement the common material joint inventory inside the region gradually. Get rid of the condition of the detached island of inventory information and build the information platform for the joint inventory. Solve the problems due to the information opaque of the inventory resources in every branch (subsidiary) company through the information platforms such as ERP e-commerce and reach to the supplier. Establish the allocation system for materials in storage in each branch (subsidiary) company through the information platform to prevent the new overstock. Accelerate the implementation of strategic inventory and regional uniform inventory. Set up the strategic inventory centers, achieve the goal of strategic inventory in the headquarter of the group and develop the strategic partnership with the supplier: the supplier will provide Jilin Petroleum Group with inventory fittings or the semi manufactured fittings, set up regional purchasing center and realize the regional uniform inventory. As to the mass material, implement the 100% centralized inventory, turn the separate inventory system into the integrative inventory system which mainly rely on the group headquarter strategic inventory of the strategic material and the regional uniform inventory of the joint material and which is supplemented by the professional inventory of the branch (subsidiary ) companies.As to the informatization construction:Set up the information system of supply department are the center. Assume the functions of management, analysis, integration and issuance for the information of material management, business operating, and decision-making support. Dynamically deal with in real time and regularly issue the information required by the enterprises, the supplier's information, the information of the prices, the information of current of materials operating, enterprises & regional inventory and inventory information, information of statistics and management of material. Set up seven information management systems, viz. material requirement, material product, purchasing prices, supplier, and the condition of the purchasing process, information of inventory &delivery and material management. Unify the material code; realize the centralized uniform management of the material code. Set up the information management system covering the collecting, analysis, issuance and feedback. Perfect the system of information process, management and utilizing. Carry out the data development and data analysis, set up the market studying system which is jointly participated by the information personnel, operation personnel, specialists and leaders. Integrate the enterprise ERP system and material purchasing e-commerce system completely, build the comprehensive platform and currency of material process operating platform, install the material management database of which the main content are material requirement database, database of price, data base of the supplier and accelerate the development of the middleware of data switching, so as to provide effective system support to realize the modern physical distribution information management system as soon as possible.
